ADDIS ABABA, 27 February 2026 - Under the framework of the Interregional Pact for Sovereignty through Solutions, the Africa Climate Action Initiative (ACAI) and SkyQuest Technology Consulting — including SUSTECH Bank, an initiative of SkyQuest Technology Consulting — have formalized a landmark Memorandum of Understanding (MoU), establishing a strategic cooperation framework dedicated to accelerating climate action, advancing technology exchange, and enabling the structured deployment of sustainable solutions across the African continent.
The agreement, which builds upon a pivotal high-level coordination meeting held on 20 December 2025, operationalizes a comprehensive South–South cooperation mechanism designed to identify, mobilize financing for, and deploy scalable climate technologies aligned with African national development priorities, Nationally Determined Contributions (NDCs), and the United Nations Sustainable Development Goals (SDGs).
This milestone signals a decisive shift in how Africa approaches climate finance and technology deployment — moving from fragmented bilateral engagements to a structured, sovereign, and continent-wide architecture.
Africa contributes less than 4% of global greenhouse gas emissions yet faces disproportionate climate impacts threatening agricultural systems, water security, public health, and economic stability across the continent. This partnership directly addresses the structural gaps that have historically impeded the flow of climate finance, technology, and expertise to African nations — establishing an indigenous, institutionally anchored framework for climate action driven by African priorities.
At the core of the initiative is a Pan-African Climate Technology Platform, integrating advanced data systems, decision-support tools, and climate finance intelligence. The platform will operate in full alignment with continental and international frameworks, including those of the African Union Commission, the United Nations Environment Programme (UNEP), the African Development Bank (AfDB), and the Global Environment Facility (GEF).
The MoU establishes a comprehensive deployment-readiness framework, anchored in institutional accountability and measurable impact. Core components include:
The first phase of deployment will target eleven African nations selected for their strategic importance, regulatory readiness, and climate vulnerability: Kenya, Gabon, Ghana, Nigeria, Rwanda, Senegal, Uganda, Ethiopia, Republic of Congo, South Africa, and Egypt.
Renewable and clean energy — solar, wind, green hydrogen, and mini-grid infrastructure
“This signing marks a decisive step in implementing the Interregional Pact for Sovereignty through Solutions. Our objective is to establish concrete, operational mechanisms that enable African countries to access validated, financed, and nationally aligned climate solutions through an effective South–South cooperation model.”
Bienvenu Ongoundou, Africa Climate Action Initiative (ACAI)
“This partnership reflects our strong commitment to supporting Africa in structuring and deploying high-impact climate and technology solutions. By combining technical expertise, innovative financial instruments, and South–South collaboration, we aim to build a sustainable framework capable of scaling solutions adapted to local realities.”
Akash Bhavsar, SkyQuest Technology Consulting / SUSTECH Bank
